Probably msgbserv is not worked correctly.
To check msgbserv, please execute hollowing command:
    % telnet msgbserver_host msgbserver_port
    host

The msgbserver_host specifies the host that run msgbserv.
The msgbserver_port specifies the port that run msgbserv.
Both value can to get by scbutil
    % scbutil msgbserv
For example, if this output is server.pccluster.org:8764, please use:
    % telnet server.pccluster.org 8764
Then you type "host" and return.
So telnet output HOST and number-of-host and hostname to serv the msgbserv.
    HOST 4 comp0 comp1 comp2 comp3
Probably telnet don't output this line on your host.
