I installed RH7.2 afresh and tested.
kernel 2.4.7-10smp with Grub -- OK 
kernel 2.4.7-10smp with lilo -- OK 
kernel 2.4.18-2SCOREsmp with Grub -- Don't boot same with RH7.3.
kernel 2.4.18-2SCOREsmp with lilo -- OK

Do you use Grub boot loader? 
Is your state differ from this?
