Is there a way to disable starting a job, when there ois another job witing for resources 
to become available.

For example if there is 8 nodes available and a 16-node-job is waiting for available 
nodes, i don't want another 4-node job start running before the 16-node one.

by default score let the 4-node job get ahead of the waiting line and runs it. is there a 
way to disable this? that is a strict FIFO order?
