On a SuSE Linux system you can set the interface for dhcpd in 
/etc/rc.config.d/dhcpd.rc.config

#
# /etc/rc.config.d/dhcpd.rc.config
#
# Configuration file for DHCP server:
#

#
# Interface(s) for the DHCP server to listen on
# (separated by spaces)
#
DHCPD_INTERFACE="eth0"
